Indonesia secures offset arrangements in contract for Italian PPAs

Jakarta has secured a slew of offset arrangements in its contract for two multirole offshore patrol ships (Pattugliatore Polivalente d'Altura: PPA) with Italian shipbuilder Fincantieri.

Documents that were provided to Janes on 22 December by a source close to the matter indicate that these arrangements include the provision of a full-scale naval simulator and assistance for Indonesia to develop an indigenous electric vehicle design and production capability in-country.

Fincantieri first disclosed in March 2024 that it has signed a EUR1.18 billion (USD1.23 billion) contract for two PPAs with the Indonesian Ministry of Defense (MoD), and these vessels will be operated by the Indonesian Navy.

The PPA is a class of 143 m frigate-like warships that can be configured for a wide spectrum of missions ranging from ‘light' low-tempo maritime surveillance operations to ‘full combat' higher-end warfighting scenarios.

The Italian Navy has thus far commissioned three of the vessels as the Thaon di Revel-class PPAs, and these warships were inducted between March 2022 and September 2023.

For the contract it signed with Indonesia, the PPAs that will be supplied were originally destined for the Italian Navy in the ‘light plus' configuration.

In this configuration, both ships were to be equipped for anti-air warfare (AAW) operations in addition to surface warfare missions.

Fincantieri is now diverting these vessels for the Indonesian Navy's requirements, but both vessels will retain their ‘light plus' configuration.
