Romtehnica, representing the Romanian Ministry of National Defence (MApN), signed a multiannual contract with Otokar on 27 November for 1,059 Cobra II 4×4 tactical armoured vehicles, the Turkish company announced in a press release the next day.

Valued at approximately RON4.26 billion (USD900 million), excluding value-added tax, the deal marks significant collaboration between Otokar and Romania, with a focus on local production and long-term strategic co-operation, according to the Turkish company.

Otokar told Janes on 2 December that under the terms of the agreement, it will initially produce 278 Cobra II vehicles at its facility in Sakarya, Türkiye, with the remaining units manufactured in partnership with Romania's Automecanica in Mediaş. Local production is set to begin from the 279th unit onwards, with deliveries scheduled to start in late 2025 and to be completed in phases over five years. The contract also includes integrated logistic support services.

In March, Otokar submitted its bid for the tender launched by Romtehnica for 4×4 Light Armoured Tactical Vehicles. After successfully completing technical evaluations, field tests, and financial assessments, the company was declared the winner on 4 October.

Introduced in 2013, the Cobra II tactical armoured vehicle is used in 13 countries across more than 20 end-users. Designed as a modular platform, it can be configured for a wide range of missions and integrated with various weapon and equipment systems. Otokar declined to comment on which Cobra II versions would be supplied to Romania.

The vehicles destined for Romania will be customised to meet the MApN's specific technical and tactical requirements.
