The US Navy (USN) department is requesting about USD255.8 billion for fiscal year (FY) 2024, or about 4.5% more than the USD244.7 billion in funding enacted for FY 2023, according to navy officials and budget documents released on 13 March.
The navy department's total FY 2024 request includes about USD53.2 billion for the US Marine Corps (USMC) and USD202.5 billion for the USN, compared with USD51.9 billion enacted in FY 2023 for the USMC and USD192.9 billion for the navy.
The USN FY 2024 requests includes the following: USD67.3 billion for operations and maintenance, an increase of about 4.1% over the enacted FY 2023 amount; USD63.7 billion for procurement, an increase of about 6.4%; USD42.9 billion for personnel, an increase of about 4.2%; USD22.3 billion for research and development (R&D), an increase of about 2.6%; and USD5.3 billion for military construction, an increase of about 19.7%.
The USMC FY 2024 budget request includes the following: USD17.3 billion for operations and maintenance, an increase of about 2.5% compared with the FY 2023 enacted amount; USD13.1 billion for procurement, an increase of about 3.8%; USD17.7 billion for personnel, an increase of about 4.4%; USD3.6 billion for R&D, an increase of 8.8%; and USD1.5 billion for military construction, a decrease of about 27.4%.
The FY 2024 budget requests includes nine battle-force ship acquisitions, including funding for the first Columbia-class strategic-missile submarine, which is scheduled for a 2028 delivery. Throughout the Future Years Defense Program (FYDP), which ends in FY 2028, the USN expects to buy four Columbia-class submarines – and a total of 55 battle-force ships.
