Surface Navy 2025: US Naval Sea Systems Command tweaks organisation for better fleet surge capability

US Naval Sea Systems Command (NAVSEA) has developed a new organisational framework to increase the US Navy's capability and capacity so that its fleet can be ready to surge effectively, when needed, NAVSEA officials confirmed on 13 January, in advance of the Surface Navy Association National Symposium 2025 from 14 to 16 January.

“NAVSEA is accelerating efforts to put more players on the field – that is, platforms, ready with the right capabilities, weapons, and sustainment support,” Vice Admiral James Downey, NAVSEA commander, said in a statement.

NAVSEA's new strategic framework is designed to help the navy meet the call by Chief of Naval Operations (CNO) Admiral Lisa Franchetti to improve readiness for sustained high-end joint and combined combat with China by 2027, NAVSEA said.

The framework aligns NAVSEA activities “to better focus on navy priorities, guided by predictive analytics and data-driven decision making, with five core lines of effort (LOEs)”, NAVSEA said.

NAVSEA identified the LOEs as follows: Accelerate force generation to deliver ships and combat systems; generate readiness to maintain, modernise, and sustain platforms; generate, capture, and use data to drive innovation; strengthen the navy by attracting, retaining, and growing the NAVSEA workforce; and strengthen the foundation, enhancing NAVSEA's critical infrastructure.

Vice Adm Downey said, “We've realigned departments, merged similar functions, and streamlined command operations to enable greater focus on these lines of effort.”
