Hanwha Systems to deliver CMS for new Philippine Navy OPV

Hanwha Systems' project to build a combat management system (CMS) for the Philippine Navy's first new offshore patrol vessel (OPV) is in the final stages.

A spokesperson for Hanwha Systems told Janes on 5 February that the CMS will be delivered to HD Hyundai Heavy Industries (HD HHI) in March 2025. HD HHI is building six new 2,400-tonne OPVs for the Philippine Navy under a contract – valued at USD573 million – secured in June 2022.

In May 2023 Hanwha Systems announced that it has secured a contract worth USD29.5 million to deliver CMSs for these OPVs.

“The [first OPV] is scheduled for delivery to the Philippine Navy in Q1 [first quarter] 2026,” the spokesperson said.

The CMS for the new Philippine Navy OPVs will be Baseline 2.4 version of Hanwha Systems' Naval Shield CMS, the spokesperson added.

Hanwha Systems has previously supplied the Naval Shield CMS for the Philippine Navy's Jose Rizal-class guided-missile frigates. The Philippine Navy acquired two Jose Rizal-class warships from HD HHI under a PHP16 billion (USD275.7 million) contract awarded in 2016.

The spokesperson said the Jose Rizal-class frigates are equipped with Baseline 2.2 version of the Naval Shield CMS.

Baseline 2.2 features a single-board computer (SBC)-based main processing unit, analogue-based video signal distribution, and a Windows 7/Linux/VxWorks-based main operating system (OS). The consoles of Baseline 2.2 are the ones used in the CMS of the Republic of Korea Navy's (RoKN's) Daegu (FFX-II)-class guided-missile frigates, the spokesperson added.

Baseline 2.4 uses consoles that are more “lightweight with improved performance” compared with Baseline 2.2 consoles, the spokesperson said.
