December 2023 vs December 2024

Janes was able to verify one attempted Wilayat al-Iraq attack in December 2024. Security forces conducted at least 14 counter-terrorism operations against the group in the same period. In December 2023 Wilayat al-Iraq conducted two attacks and was targeted in at least 20 counter-terrorism operations by security forces.

The absence of a substantial decrease in both attacks and counter-terrorism operations, compared with December 2024, likely signifies the continuing challenges posed to counter-terrorism operations against the group in Iraq. This in turn can likely be attributed to more static factors such as geography and long-standing political disputes. For instance, a majority of Wilayat al-Iraq's attacks and counter-terrorism operations against the group in 2024 remain concentrated in provinces possessing vast expanses of desert land, such as Salah al-Din, and/or those being territorially disputed between the FGB and the KRI, such as Kirkuk. Janes has a moderate level of confidence in this assessment.
